Yep. I do it all the time.

Yes but you may want to give the keg a few extra purges for the CO2 to help push out any extra O2 in the extra head space.

All of my 5 gallon kegs have 3 gallons in them at a point in time. Then we drink more. It's no different starting with five and working down or starting at three.

I second the purging. Fill the keg, pressurize to 30 psi, release, repeat twice. That will get the oxygen content in the head space down to less than 1%.
