Above is the brew pot I am considering buying from my local brew shop. Primarily due to it has the ball lock in place already. It is $149. 42 Qt.

I can buy a Home Depot pot bayou pot for $119 which is 44 qt. No ball lock due to it is a turkey fryer or gumbo pot.

Any thoughts on what to do.
 
If you're fine with spending the money, go for the pre-made one with the ball valve. If you're handy with a drill and confident in your skills, get the cheaper one and install your own valve . . . if you really need a valve on there at all.
 
The basket in the bayou classic is mighty handy if you were going to do BIAB.

I believe the Polar Ware pot from your first link is heavier duty.

Either one will make good beer.

Like SilverZero says, if you already have the tools and you know how to use them, adding your own valve is simple.
