Boiled hops: Fix for low IBUs?

So, I brewed a new recipe and, much to my disappointment, there is just not enough bittering in there. I considered adding hop extract to bump it up, but I'm also wondering whether I could boil a half ounce or so of high alpha hops and then add the boiled hop water to my finished beer. Has anyone done this before? Is it effective? I realize that id lower my gravity some, nut I could always add some extract to the water to lessen the effect. I have 5 gal of this stuff. Too good to toss, but it annoys me each time I taste it thinking how great it would be if just a bit more bitterness to balance put the malt.
