If you increase the batch volume in Beersmith(5g to 6g) and the gravity decreases(1.054 to 1.045), the IBU's also decrease(35.3 to 31.7)?

This is backwards correct? Everything I have read said that higher gravity decreases hop utilization and visa versa. Can someone clear this up for me?
 
If you're dealing with the same amount of hops going into a larger batch your IBUs will necessarily decrease unless you increase the amount of hops. Changing your batch size just adjusts your sparge water all things being equal.
 
That is true if the gravity of the same volume is lower. By increasing the volume, you are diluting the bitterness.
