I have a 3 level stand and do electric brewing. The hot liquor tank is on top and for that I have one of those circular coolers from Home Depot. The boil kettle is on the bottom. My issue is I want to use the boil kettle to heat all the h2o and transfer it to the hlt on top. I have a vacuum pump from making wine and tried creating a vacuum in the hlt but to know avail. I think the issue is the hot is not airtight. I'm wondering if anyone has any idea on making the hlt airtight and if it is will it collapse under 20 mmg of vacuum.

20 inches of mercury vacuum will most certainly collapse just about anything not rated for that kind of pressure.
Get a cheap submersible pump from Harbor Freight, or better yet, get a March or Chugger pump and use it for all aspects of your brewing.

If you want to keep it relatively cheap, look into a DC solar panel pump, they are small and do a reasonable job. The March or Chuggar do a great job. In the mean time, just use a large pitcher or pail to transfer from the BK to the HLT until you decide on your pump, it's low tech and foolproof, you are only dealing with 3-7 gallons so it doesn't take long.
