    Wyeast Activator - Small batch efficiency

    I know that Wyeast Activator (125ml) packets are designed for standard strength 5 gallon batches and should be started beforehand. If I were brewing a 2.5 gallon batch, could I pitch the full 125ml without the use of the starter? Or should I make a starter with some/all of the Activator? Thanks.
