How did you mix the honey in? If you just stirred by hand you might not have fully mixed in for the first measurement.

Refractometers require a calculation to get an accurate values once alcohol is present. You must know the OG and current values, then plug them into a calculator like this one.

Definitely a lesson learned moment, I did soak it in some hot water, but clearly wasn't hot or long enough. A whip of some sort is for sure in my future too.

I did about 10-12 burps, about one second or less each, when I kegged it. I can do that again just to be sure when I'm checking the lines for leaks. I would agree though CO2 would probably be empty if I had a decent leak, it was last time.
I'll check again but I soaked the keg in starsan looking for leaks when I kegged it. This keg had a leak the first time I used it, it was the PRV, which I replaced. I checked all the o-rings and used keg lube on all seals.
