Not quite but you can buy hop oil. It gives a really smooth hop character and you can use a lot without adding vegetal notes

Only thing I would worry about is the often talked about soapy flavor from prolonged hopping.

Never mind I got my answer, there is not enough diastic power, so what in the minimum amount of say pale malt I would need to get the proper conversion with chocolate malt.
