    Boil hops in top off water?

    Hello, My boil pot only holds 3.5 gallons, I have to boil 1.5 gallons to make up the rest of the wort. I recently read that you should boil hops in the 1.5 gallon boil for best taste, but do not know what quantity to use or how it effects the IBUs. Anyone know?
