I use a large oxygen tank to aerate my wort. I use a small torch tip that the tubing slides over. It's an expensive setup if you don't weld.
If you go to a welding supply store, they should have a brass barbed fitting that would fit into a regulator.

I've used MoreBeer once and had a similar experience as most - very slow shipping. I am fortunate enough to have several LHBS in my vicinity, so I use them. I no longer wait and wonder if my brew day is going to postponed because of slow shipping.
Without enough oxygen in your wort, the yeast cannot multiply the way it needs to. I doubt it could be oxygenated enough by simply shaking it with an OG of 1.103.
Good luck! I agree with your original post that reviving the yeast is a long shot. I would rehydrate the yeast first and use a small amount of sugar to see if there's any reaction.
