I dry hopped after 7 days when fermentation was complete. The beer came out great. Bottled and sitting for 3 weeks. Can't wait to try it

im assuming it is ok to go ahead and unblock the caked yeast at the top of the carboy. it was blocking the blow off tube.
will this all settle towards the bottom?
i did this from a kit.
followed all the instructions to the T.
2 g of water at 155. steeped the grains at 165 for 30 m.
added gallon of water to bring it to 3 g for boil
brought to a boil. added LME. added hops. cooled to 70.
transfered to carboy. added water to get to 5 g.
took the hydometer...
ok. so i just got done cooling the wort to about 69 degrees. transferred to carboy. added water to the 5 gallon mark.
took a reading with the hydrometer. the OG is supposed to be 1050. and this is what it reads.
should i be concerned? did i do something wrong?
whats a god way to get the temp down?
i live in a apt building and dont have a cool basement to store my carboy in. need to drop the temp down about 5 degrees.
anyone have suggestions?
i bottled my beer over 6 weeks ago. the beer tastes good, but it seems to be really carbonated. i get good head when i pour, but it tastes almost as if im drinking a soda.
what could this possibly be caused from?
1. this might be it, but it did ferment for over 3 weeks. seemed done to me..
2. the beer was from a kit so i used the priming sugar they supplied.
3. been stored at around 65*
