Sweet snake. I think 7 degrees is not much of a big deal, but if you're worried about it you can add more insulation around your fermentor like wrapping it in a blanket.

You are mashing with 5L of water, and your boil is 7L. Just make sure to sparge your grains after mashing to get to the 7L boil volume. And like rhys333 said, add your extract after the boil is done. Since this is an IPA you will want to keep your IBUs up there. You could extend the boil to 75...
