I agree with everyone. I actually like to shop with Morebeer.com. They have a category of beers under .50 a bottle. Buy 2 or 3 of those kits and shipping is free after 60 bucks. Your right around your price point.
In my opinion using 1/2oz of star san per brew day is way cheaper than a ruined batch of beer. One less thing to worry about. It basically less than $.50 per use for a 32oz container.
I say before or after you remove the grain.
You could let them steep for 15 minutes or so. If you brew via the stovetop it probably takes awhile to get a good boil anyways.
Leave them in. They magically turn into your bittering hops :)
duboman is correct. You may even want to let the hops steep for a bit before you get the wort to a boil. All grain peeps add the hops at the 1st runnings and then sparge can take up to an hour so obviously at this method the hops will be steeping in the 150* wort much longer then just pulling...
I used the vinyl tiles with the adhesive backing. They are durable, affordable, easy to install, easy to replace, and actually look decent if you take your time and install them correctly. Best of all I didnt have to level my older basement floor.
For me personnally, no. I dont brew the same style or use the same type of specialty grain to justify or warrant a bigger specialty grain buy. Sometimes I will buy specialty grains from the "locals" so I can hand pick what I want and get it it priced by the ounce.

Good info on here..I've been brewing parti-gyle for the past few months. Just be be aware that your second running will be very pale in color. I keep some crystal malts on hand and steep to hit the SRM I am looking for in the small beer.
Ash tray beer... it ain't good and wouldn't score high as a "specialty beer" in a competition.
I e-brewed for about a year. After HD, LWD, & ULWD elements I said forget it. Went to propane and I'm a happy camper. My e-keggle is a great HLT!
