    I have never tested, or therefore treated, any of my tap (well) water. I make pretty good beer and never really see a need to. I have used RO water a few times and treated that, but mostly I let my water fly as is.

    Using up kit beers

    The kits will make beer. It will likely be drinkable, slightly darker than it should be, and way less hoppy. I would either brew it with fresh hops and yeast or use the malt for yeast starters. Just my $.02

    Sliding Keezer Around (Not Moving) recommendation

    Be gentle and you should be just fine. Leaning the refer unit too far in any direction can cause the oils in the system to be displaced and if you don't tip it far enough to displace the oils then you don't need to worry about needing to wait for the oil to drain back to where it belongs.
