So I made my starter about 24 hours ago and there is still some foam. My question is should I pour the starter into my Carboy? I just made a 5 gallon IPA with an OG of .66. Will the wort be ok for a couple hours if I don't decide to pitch right now?

We are definitely looking to make an IPA, so would you recommend reducing the amount of wheat and upping the amount of 2 row? I always heard 90% or so of IPA are usually 2-row.
