    For me, small is 1-2.5 gallons. I prefer all-grain to be at least 5 gallons.

    Excess bittering

    I would let it age but drink some on a regular basis to monitor the effects of time on the bitterness and hop flavor. Learn something. I would not try to "repair it". Next, I would brew it again and figure out where your efficiency fell off ( or just add another pound of base malt).

    I'm also 95% all grain and 5% extract. Extract for small batches especially if I'm testing hops in a simple smash beer. Nothing complex. Small all-grain batches are not worth the prep and cleanup. Might as well do 5 gallons.

    Few considerations: Are you sure it was finished fermenting? 1.028 seems high to me for IPA with 2 row. Some beers are a little harsh early on. Hop schedule?
