    Why yes it is. I use the scale to measure my strike water volume (more accurate than the sight glass on the HLT). It also helps during the sparge, I use it as a reference to match my flow rates.

    Yes, my pre boil volume is 7 gallons.... after evaporation and trub loss I usually only get a bit over 5 gallons in the keg.

    Will 2000 watts maintain a boil of 12+gallons?

    Exactly. 5500w is cheaper, will heat the water to your desired temp quicker, and when you get to boil you can dial it back by using a PID in manual mode.

    I had a 2000W element in a 9G kettle....it was barely capable of boiling 7G, even with an insulating jacket (reflectix)

    correct, the 0065 would represent 65%. I have not tried to operate the PID without a probe connected, but the up and down arrow buttons do adjust the percentage in this mode.
