    Yeast will prob be alive enough to carbonate at 12% the amount of priming sugar should not effect the ABV that much. They may not be happy but they will be alive. The bigger issue is how are you going to stop the fermentation at 1.030? Are you going to add a bunch of unfermentable sugar...

    To condition or not?

    I do a secondary for most things but it is usually to free up my primary for something else. a secondary can be useful for adding fruit and other things and will help clear you beer but defiantly not mandatory.

    The longer it sits in the fermenter the more yeast drop out of suspension. Bottling after 3 months in the primary I would expect it to take at least a month or two to carb. My usual rule of thumb although not scientific in the least is carb time in weeks = weeks in the fermenter. Using that...

    just looks like co2 bubbles to me. i get very fine bubbles in my secondary all the time. they are really fine bubbles but if you look really close you can see the individual bubbles. I would bet you are OK
