    Yes, it would be no problem at all. I don't think I would even decant the starter.

    Since it's an IPA I guess the OG was, what, 1.065? If it is at 1.020 now, that means 68% AA and that is definatley not low for that yeast.

    I would do the kit for fun "as is" just to try it out. I would not use any of the stuff for something I expect to be good. I would probably use another yeast pack as a backup.

    OP might be fine. But... there will be no CO2 sitting op top of the beer and push the oxygen up. Gases mix. The "CO2 blanket" is a myth.
