I personally just put them in a muslim bag once they are saturated they fall to the bottom alot of people are tying them to the dip tube or weighing them down as far as I can tell it will all work I really like dry hopping in the keg the flavor is amazing ,have at it and good luck
I assume you have have forced carbed I would bleed off head pressure and continue force carbing and repeat this process a few times and see if this corrects your issue

Have the blow off tube on standby just in case sometimes its not needed if the activity kicks up put in on and after it settles down you can put it back on but if you are leaving it unattended the best bet is the blow off tube
