I just did a clone of Piraat Belgium last night. When I pitched my yeast it came out like a stiff foam. After 10 hours theres not alot if activity from the blow tube. What to do?

Im doing a cloned extract version of Deschutes Fresh Squeezed IPA and going to move it into secondary. It doesn't call for it but should I dry hop it in the secondary and if so with nugget, cascade, or mosaic? Thanks
