Is mash ratio determined before or after absorption?

Made a Black IPA that called for 1lb of priming sugar in the boil. Recipe said to add it at flameout. I added it at the beginning of the 60 minute boil. I didn't achieve the OG that I expected. Recipe states OG is 1.076. I ended up with 1.067. Is it possible that I got the lower OG because of...

One Sightglass left.

The tee has 1/4 fittings. The OD of the sightglass is 1/2 inch and the wall is very thick. Not sure of the exact thickness. The are high temp rated up to 250 degrees. I only have one decal (2 thru 15 gal)

The Sightglass is threaded and inserted into the stainless tee.

I am asking $40 for each of these items. They will fit a converted keg with straight sides.
