I use RO from the grocery store. Assuming (until I get a way of measuring) the RO is superior, will my 8oz of German Acid in my grain bill be to much? It's 3% of my grain bill(18lbs DIPA)

I havent done anything to warm up the fermentor
and yes i Measure with a Hydrometer, I just tested it and it was at 1.000 in water.
i would say temp at Ferm was around 65-70
Made a yeast starter, brew day got pushed back a couple of days so the yeast starter was going for 4 days before pitched.
I was 4 points above my target OG. This put me at 1.060 which is getting into a higher gravity than what the US-05 is for. Fermentation went on extremly active for 4-5 days...
I thought I had the hops I needed for a Kolsch recipe I built. Well I didn't so I boiled in Galaxy hops to make it a Pale Ale? I use beer smith and made sure my bitterness was in the ranges. Did I mess this up, will my grains work for a pale Ale vs Kolsch?
Had to add a gallon of water at the end because I did not put enough water in the mash ton.
I did a winter Ale this past Saturday and it my OG of 1.056. My OG on the brown was so low because I didn't soak the grains with the right amount of water. I was off by a gallon [emoji17]
Can I add extract?
