What size batch are you making? The grain will absorb some of the water, so you won't be starting your boil with the amount of water that you initially put in the kettle.

It's probably tooling oil or polishing compound. You should also passivate with Starsan. Look at the cleaning and care section on their website http://www.ssbrewtech.com/products/brewbucket
