Iodophor is a sanitizing solution containing iodine that has been mixed with a solubilizing agent, such as a surfactant or povidone (forming povidone-iodine). The result is a water-soluble material that releases free iodine when in solution. Heat can be used to speed up the reaction.  So when mixing your concentrated solution bought from a home brew store, do so with warmer water.
