I am getting ready to do a Weiss kit and it soesnt have any DME in it just LME. THe yeast I have is a wyeast smack pack propagator..it is swelled up and ready to go..do I HAVE to do a starter or can I just put the propagotr right into teh fermenter as is?

the propagator packs are meant to be made into starters.

the activator packs are meant to be direct pitched...but its still recommended to make a starter.

since you're kind of stuck in 'go mode' at this point, just pitch it, but do your damnedest to aerate your wort prior to pitching.
the more oxygen in there, the bigger the yeast colony you'll grow. this will increase your lag time...it may not start bubbling until Tuesday.
