Definitely! I would dry hop with cascade or citra but what hops do you have? Or are you going to buy some hops for dry hopping? 2 oz of either or even 1 oz of each would be nice!
 
"When would you not dry hop a black IPA?" is a better question. ;)

I'd thrown a ounce each of Simcoe/Amarillo and Centennial in there and whatever else you have lying around that suits your taste. For me, if it's a big, honkin' awesome IPA, I usually dry hop with a 3 oz. cocktail of West Coast citrusy, piney, resiny hop overload. Works out great!
