New brewer here.

Do you put the wort chiller into the boil pot with a few minutes left to go on the one hour boil or put it in Star San for a moment and then put it into the boil pot at flame out?

Seems like the plastic tubing might melt if it's put into the boiling wort.

Yes, 5-10 minutes at the end of the boil will help sanitize it. Your vinyl tubing shouldn't really be in the wort though, since it's usually connected to the top of the chiller after a 90 degree bend and leading out of the kettle. I've had some blunders in the past where I wasn't paying attention and the tubing rested on my propane burner / camp stove and melted, so watch out for that.
