Winekit - Stuff floating on top after clearing

So I made two wine kits, both Pinot Noir, Vinters reserve. Two weeks ago I added the gelatin for clearing and whipped it real good with my dewalt drill and an attachment I made and have used many times. Well two weeks later I have what looks like sawdust floating on top that wont settle. I did have an oak sawdust pack but it had all settled to the bottom before clearing.

Did I do something wrong? Does anyone know what this is, if not saw dust?
