Will steeping wheat malt aid head retention?

When you're doing a simple extract/steep recipe, will steeping wheat malt extract the proteins that aid head retention?

I'm thinking of adding 0.5 lbs wheat malt and 0.5 lbs carapils to my steeping grains (chocolate, brown, crystal) to add head/body.

I don't see why this wouldn't work since I'm not trying to convert starch to sugar, just extract proteins.

I've used 1/2 pound of flaked oats to aid in head retention. Not sure if you've tried that or not.

Flaked oats have tonnes of protein too. If you steeped them (as opposed to mashed) and it worked for you, then you've answered my question in the affirmative.
