why are flanged receptacles the most expensive piece of build!!

Slightly along the lines of this topic, is there any reason not to use flush mount locking receptacles instead of flanged locking receptacles?

For example, here is the one I'm looking to use in my toolbox control panel build:

As long as it is rated for purpose, it is perfectly acceptable. You would want to cut the hole pretty tight, and probably use some silicon sealant on the inside before you push it through. It probably has more protruding into the panel box than a comparable flanged one, also, and won't look quite as finished because the flange hides your work. But if it fits I would go with it.

I'm using those for my elements. I just cut rectangular holes and will be using stainless wall plates to cover the holes with some silicon to seal it on the inside.
