Whole hops, dry or moist?

When you buy whole hops, should they be dryed out, or should they have some moisture to them?
 
All the hops you buy should be dried and in vaccuum sealed pouches. Anything else, and it's someone's homegrown hops that are in ziplock bags or really poor quality control.

Or it's your roommate's WEED, man!

Thanks. I picked up whole hops for the first time, and they are dry. I was just afraid they weren't supposed to be.
 
Wet/fresh hops go weird very quickly, like 48 hours. Hops are stripped from the bines and go directly into the drier.

There are enormous heaters under these bins and the hot air blows up through the hops.

Is that Hop Madness? My house is about a 3 miles from there.
