White wax like stuff in wine

This is my first time making wine. Do you think the white substances in my wine are Tartrate crystals? They almost look like white wax on top of the liquid. If I wiggle the carboy, it is almost as if there is a film of some kind separating the white substance from the wine itself, as it moves independently from the wine. I am hoping I don't have some form of bacterial infection or that the wine is turning into vinegar.
