whirlpool hop additions

I've got a recipe (sort of) from a commercial brewery that calls for an abundant addition of hops during the whirlpool. How should I attempt to replicate this in a standard 5-gallon, stove-top batch? Would this be the same as adding the hops at flameout and letting them steep for 10-15 minutes?
