They both are, technically!

But the "pale ale malt" is a little maltier flavored and a little darker in color. I'd use the regular "brewer's malt" 2 row.

I brewed that recipe a few weeks ago with Marris otter instead of 2-row and it turned out awesome!! (HBS was out of 2-row)

BRIESS 2-ROW BREWER'S MALT is plain 2-row.

BRIESS PALE ALE MALT is Briess' take on Marris Otter.

Maris Otter is a species of barley, not a kilning regime. It is nothing more than a two row winter barley variety. The kilning and malting is what produces much of the flavor. Maris Otter IS two row. Saying its better than "two row" is implying that all two row is bland american two row. Munich, Vienna, Pilsen, Kolsch, Pale Ale are all made from two row. The difference is malting.

What is referred to as "two row" would better be described as "pale malt."

no, because pale male is a couple L points higher from the process and typically has less diastatic power than 2-row (even though it WAS 2-row). pale malt and adjuncts can cause you problems.

maris otter 100+
british pale malt 60 or so

american 2-row 120+
american pale malt less than 100 or so

You are confusing pale ale malt with pale malt. It is not "was two row." It remains two row. Two row refers to any number of barley hybrids, malted any number of ways.
