Here is one I did that I liked how it came out. I've got some tasting notes at home, but it's pretty straight forward. I'm not sure I'd call it and IPA per se, but it is very sessionable with a lot of aroma and flavor.

Batch Size: 10 gal
OG: 1.048
FG: 1.012

Grain
9.5 lbs Pilsner Malt
8.25 lbs White Wheat Malt
1 lb Honey Malt

Hops
1 oz Chinook (60 min) 22.5 ibus
2 oz Cascade (15 min) 9.4 ibus
2 oz Cascade (5 min) 3.8 ibus
3 oz Chinook Dry Hop 5 days

Wyeast 1217 West Coast IPA (64 degrees)

Mash:

Single infusion, no mash out, 75 minutes @ 150
Fly sparge 60 min @ 170

90 minute boil.

You could also look up Modern Times Fortunate Islands. They post the recipe on their site. It's also detailed on the Mad Fermentationist blog.
