What should i do?

I have had my first batch of brew fermenting for 13 days. There is still a krausen foam layer on top. very little activity in the air lock (it bubbles every minute or two). the gravity has been reading 1.023 for the last 3 days. the target final gravity is supposed to be 1.012. (original gravity was 1.052). should i go ahead with bottling, or do i need to do something else to try to get some more activity.
 
Let it sit longer. It sounds like your beer is still fermenting. Just give it more time and you'll get closer to the final gravity your trying to reach.
 
What is the fermentation temperature? If it has dropped into the low 60's you could raise it up 5 degrees.
 
temperature has stayed between 68 and 72 the entire time. should i still try raising the temp?
