What is this?

MY mother in law found this in their basement. I have never seen anything like it. What is it? A tap handle for some strange style of keg? It almost looks like you'd have to pump it but I'm not sure. The thing on the right side of the picture obviously is what I am asking about.

I have one just like that. It's a standard keg faucet with a built in shank. Mine says economy faucet on it and made in NJ. It's actually forward sealing like perlicks. And the handle springs back after you pour. I don't actually use it, I think it was made in the 1950's or 60's Some of the gaskets on it are made of lead.
 
Also I would be interested in the Narraganset tap handle on the faucet if you would be willing to sell it.
