What is attacking my hop plants (with pics)

Greetings,

Planted 5 Chinook rhizomes this spring. Sprouted, every ting was going fine. When they were still small i noticed something was eating them. Immediately started treating with neem oil. Seems to have slowed but not stopped the damage. I did notice box elder bugs near the plants but never on them. I can not see anything on the leaves still unless they are very small and I dont know what to look for. Any ideas? Thanks!

Not a lot of up close pictures of the kind of damage. Sooo i am still a little lost. Any help appreciated
 
The closest thing I saw to your pics was beetle damage... You wouldn't see them all over a leaf like aphids or mites, but they are known to dine on hops. The yellowing of your last pic could be something else... Sorry to say.
