In short:

DIY counter-pressure bottle filler. Emptying three kegs to clear for new beer. I'm using cold bottles. The first two kegs fill bottles beautifully. The last not so much, lots of foam.

My only clue is that after I flush the o2, and pressurize the bottle, and open the beer line, the second i begin to slowly release pressure to let the beer flow i hear a gurgling in the keg?

Also most of the foam is in the beginning of the fill.

Any ideas, oh great homebrewing community?

I'd check the o ring on the diptubes sounds like pressure pushing back into the keg through one of the seals. Just a guess. Also check if your using a bottle wand that there is no debris trapped in the tip causing nucleation points in the beer as its forces around the debris knocking co2 out of the liquid.
