I don't have any first hand experience with that meter (or the many similar models), but I have never read much good about $10 pH meters. A $10 TDS meter is fine.
 
I haven't used that particular one, but in the past I had a no-name $10 pH meter from Amazon. Seemed to work fine for a year or so, and then I bought an Apera PH60 which was much nicer. The cheap meter was fairly close to the calibrated Apera so I continued using it for a while longer with my hydroponics setups. About 4 months later it stopped working altogether.

If I had to do it all over again, I'd get the Apera (or any good meter) right off the bat. I use it more often than I expected between brewing, hydroponics, fermenting hot sauces, checking soil pH, and more.
