very little carbonation

I have had my IPA bottled for two weeks now and there is still very little carbonation in the bottles. When I pour a beer from a couple inches above the rim of the glass, a few bubbles appear near the top but none within the beer itself. It tastes almost completely flat.

I used WLP051 California V ale yeast and fermented for 5 1/2 weeks at around 67 degrees. At what point do I worry that it wont carbonate?
 
It was a 5 gallon batch and I used 5 ounces of dextrose priming sugar. Same exact procedure as my first two batches which were both carbonated by the two week mark.
