Using two Saflager-23 Packets for Doppelbock?

I was buying ingredients for our Doppel at the LHBS and he suggested using two Saflager 23 packets. Two questions I have:

Should I use two or somewhere between one and two?
What happens if too much yeast is used?

We'll have 9 lbs. of LME, one lb. of DME and 2 1/2 lbs. of specialty grains that will be mashed for a five gallon batch. Fermentation will be at about 60dF. That's as cold as we can get it.

overpitching is hard to do. in my opinion, you should definitely pitch 2 packs in a lager. better safe than sorry - a stalled fermentation can be a nightmare.
 
60°F is pretty high...you're making more of a steam beer.

If we could somehow lower the temp how would that change the flavor? Or conversely how will the higher temp change it from what it should be? Thanks.
