Transferring from one keg to another.

I have a Northwest pale ale conditioned carbonated ready to go. I'm unable to push beer because I think the tube is clogged from dry hopping. My question is can I depressurize pop the lid and auto siphon from one keg to another and then re-pressurize?
 
Did you try blasting some Higher pressure CO2 through the dip tube via the out post? Maybe you can blow the blockage out. I'd pull the purge valve ring while you add the pressure so you don't overdo it.

Other than that you could siphon, but you'll take a chance on adding O2 and probably get a lot of foam.
 
Did you dry hop in that keg, or in another vessel?? If you didn't dry hop in that keg, pull the liquid post, and dip tube and clear the blockage.
