I am running a dual regulator with a stout at 12 psi with a 10' 3/16 ID hose, and an IPA at 10 PSI with a 10' 3/16 hose.

My stout pours perfectly, my IPA reguardless of the pressure setting i have the keg at is nearly all foam. the foam seems to start in the line as it leaves the keg. is this a problem with the keg or is my IPA just that over carbinated?
 
My guess is over carbonated. How long did you force carb it?

I have a keg I just filled and carbed. I left it exposed to 30psi too long and it's pretty foamy.
 
Yeah, I had a beer that I thought tasted flat and I kept adding a little bit of carbonation to it a time, it went from flat to over carbed I was like..great...now I have to take a cup just for foam for a few seconds then put my cup I am drinking with to get a good pour. It happens.

To remedy you can just take the keg off the gas and relieve the pressure a couple/few times, maybe more waiting some hours between each relief. Just test it along the way.
 
Could be some hop gunk in the poppet as well creating a gas pocket. Happens frequently if I mess up an IPA transfer, especially if dry hopped. Relieve the pressure, pull the posts to clean em out, reattach and see what happens.
 
Another possibility is a bad O-ring on the liquid dip tube. This can allow CO2 to leak from the headspace into the beer line, resulting in lots of foam. The foam starting in the line near the keg is consistent with this condition.

Yet another possibility is that the line for the IPA is in a warmer spot. The mini-fridges seem to do OK as is, but if you have a keezer you pretty much need a little fan to even out the temperature.
