This is sort of a personal thing, but I'm finding that my best pale ales have a simple grain bill. I'd do 2-row and 2lbs of either Munich or Vienna and I'd drop the others. That'll give you a little malt but leave the hops to shine instead of competing with a muddle of malts.

Cascade is a classic choice. Can't help with the Citra.

i would pick one of the specialty malts and up it to a pound, leave out the others. citra is my favorite hop so i would do a 15 min addition along with what you already have and dry hop with 1oz each of citra and cascade.
