Super High Gravity Rye IIPA recipe critique

So I'm trying to make some super hoppy rocket fuel. Tell me what you think about the recipe and such. I'm trying to push the 13% mark and really extract some alpha acids by adding my extract late. Also, will a 2L stir-plate starter of WLP001 get me to 13%? I'm trying to avoid using their Super High Gravity yeast because I've heard about it giving-off some bad flavors. All help and suggestions are appreciated.

You may need some more barley to get the rye to convert. I am not sure how much, but I know it is usually mashed with 2row to convert it. Victory may be able to covert it, not sure if 8oz is enough though.

Where are your other 100 ibus coming from? The total of the additions is only 117....or is the extra from adding extract late? Hop choice looks good to me, but with something that big I would add more at the late additions.
 
Throw in like 1.5 lbs 6 row. It has more doastatic power and should convert the rye no problem. Looks pretty good to me otherwise!

I believe that the extra IBUs are coming from the initially very weak wort.

Also, thanks for the suggestion (everyone) of using more base malt for conversion. I totally missed that.
