Stuck fermentation help

Brewed an AHS Belgian White last night and there has been no activity since.

Liquid yeast that got shipped to Phoenix about a week or so ago. Pretty hot. Think it got scorched?

I got the yeast fuel but forgot to add it at the end of the boil. Can I add it directly into the carboy now and will that even help if I do?

I really areated (?) it and paid special attention the pitching temps and everything was right on.

Temp right now is in the low 70's-high 60's. Any advise is welcome unless it sucks.
 
Also, when you get yeast that has been subjected to adverse conditions it's always a good idea to make a starter to verify the viability of the yeast.
