Steeping rye?

Does steeping rye impart any flavors on the beer? I have read that it must be mashed and I will be starting my all grain soon but I wanted to try to make something similar to the RyePA. :confused:
 
Yes it would. But a better idea would be to get some rye malt and mash it. Rye malt can convert itself, so no 2-row is needed. The simplest thing to do would be to put the rye malt in a LARGE grain bag and place it in a couple gallons of 152F water for 60 minutes.
