Steeping Carapils and Flaked Wheat

I'm still a bit new, so forgive me if this is a dumb question. I'm putting an american wheat beer recipe together off of a few that I've found (extract, not all grain), and some have called for steeping of these two. My question is, are these two ok to be steeped, or do they have to be mashed? Also, what will i get from steeping each of these? From what i've read, they both increase head retention, so will i have a head that never goes away? Should I just steep one or the other?

On a somewhat related note, when a recipe calls for two or more types of steeping grains, can i put them in the same bag or do i need separate bags for each grain?
 
Carapils would be fine for steeping, but flaked wheat needs some base malt to convert it. I wouldn't mess with steeping flaked wheat.

Feel free to combine grains when steeping.
